Practice Experience
Anthony Fine recently joined the Energy, Infrastructure, Project and Asset Finance Group as a partner. He has been involved in Private Finance Initiative (PFI) and Public Private Partnerships (PPP) since their inception in the early 1990s.  He acts for both private and public sector clients including sponsors, contractors, service providers and government across a number of sectors including health, transport, defense, nuclear, education and government services.

He has led significant project and M&A transactions including public and private company acquisitions and disposals and Stock Exchange and Takeover Code transactions in the UK, US and Europe. He has written and lectured widely.

• Advised sponsors in BPO PPP at Milton Keynes; 
  
• Advised sponsor in BPO PPP contract (Bath and Northeast Somerset BPO);
  
• Advised bidder on £600m facilities management project relating to the Army Training Estate;
  
• Advised facilities manager and joint sponsor in connection with design, build finance and operation of Joint Services Command and Staff College;
  
• Advised sponsors in connection with a £1bn project to provide single living accommodation modules to the MoD (SLAM);
  
• Advised private sector partner on £500m MoD project to provide building works and FM services across entire MoD estate in South West of England (PRIME South West Central SE);
  
• Advised sponsor in MoD PRIME Central deal in relation to core works and services for MoD establishments across central England and Wales;
  
• Advised sponsor in MoD PRIME East deal in relation to core works and services for MoD modern housing across England and Wales;
  
• Advised sponsor in connection with the provision of helicopter simulators to the MoD;
  
• Advised sponsor in connection with £1bn project to provide training and support to the Royal School of Military Engineering;
  
• Advised private sector on privatization of National Physical Laboratory;
  
• Advised on numerous outsourcing arrangements in the EU; 
  
• Advised private sector partner on major property outsourcings with financial institutions;
  
• Advised sponsors in connection with a billion pound management contract (Atomic Weapons Establishment at Aldermaston);
  
• Advised the operator in connection with the management and operation of a £2.5bn satellite communications project;
  
• Advised on numerous school PFI projects for bidders, lenders, facilities managers and sponsors;
  
• Lead attorney in major outsourcing transactions such as LEA intervention at Walsall/Bradford; 
  
• Advised sponsors in connection with the provision of certain health services (Birmingham & Solihull NHS Lift Project);
  
• Advised facilities manager of West Middlesex Hospital in connection with the new build and refurbishment and provision of non-clinical services for up to 60 years;
  
• Advised facilities manager and sponsor in connection with the provision of services at the new 809 bed acute hospital (Norfolk & Norwich NHS Trust);
  
• Advised facilities manager in connection with the design and construction of two extensions for Newham General Hospital;
  
• Advised on the South African airport baggage handling privatization;
  
• Advised on numerous M&A transactions in the support services sector, both private company and public company takeovers; and
  
• Advised on various Stock Exchange issues.
