On 3 April 2008, the European Commission released a White Paper on Damages for Actions for Breach of Antitrust Rules together with a Staff Working Paper and Impact Assessment Report. The White Paper suggests specific policy choices and measures that would help give all victims of infringements of EC competition law access to effective redress mechanisms so that they can be fully compensated for the harm they have suffered.

The most important proposals in the White Paper are:
- Antitrust infringement — Broad rule of standing and passing-on
- Collective claims — class actions
- Protection for amnesty — leniency beneficiaries and applicants
- Easier access to evidence for plaintiffs
- Liability based on no fault
