Brian Miller advises project sponsors, lenders, product offtakers, and contractors on private power projects, refinery projects, water treatment projects, shipbuilding facilities, pulp mills, steel mills, minerals facilities, cement plants, fertilizer plants, telecommunication facilities, and other infrastructure and industrial projects. He has been active on projects in China, India, Indonesia, the Philippines, Singapore, and Thailand. With White & Case, Brian resided in Jakarta from 1990 to 1995, in Bangkok from 1995 to 1997, and thereafter has been based in Singapore.

Matters in which Brian led the White & Case team include: 

• Representing the bidders for two 1600 MW combined cycle power plants in Thailand’s 2007 IPP Solicitation and, after the bidders won both projects, representing the sponsors and each of the project company borrowers in the project financing of these projects. 
• Representing the sponsors and project company borrowers in the project financing of eight small power producer (SPP) projects in Thailand scheduled for completion in 2012. 
• Representing the sponsors and project company borrower for the 180 MW SIPCO Combined Cycle Power Project in Thailand. 
• Representing the sponsors and project company borrower for the 1468 MW Kaeng Khoi 2 Combined Cycle Power Project in Thailand. 
• Representing the sponsors and project company borrower in the project financing of the CBK Pumped Storage Hydroelectric Power Project in the Philippines. 
• Representing PT Pertamina (Persero), the Indonesian state-owned petroleum company, in the financing of the Tuban Petrochemical Project in Indonesia and in the financing of the Blue Sky Project. 
• Representing the sponsors and project company borrower for the 734 MW Bo Nok (Thailand) Coal-Fired Power Project and representing lenders for the 1400 MW Hin Krut (Thailand) Coal-Fired Power Project prior to cancellation of the projects by the Thai Government during the financing phase. 
• Representing the Indonesian Government in connection with the establishment of an Independent Power Producer (IPP) program and negotiation of the model power purchase agreement. 
• Representing the sponsors and project company borrower in the project financing of the 450,000 MTPA Musi Pulp Project in Indonesia. 
• Representing lenders in the financing of the Thu Duc (Vietnam) Water Treatment Project. 
• Advising the International Finance Corporation and the municipal water purchaser in the Cebu (Philippines) Bulk Water Supply Project.

Before joining White & Case, Brian served in the U.S. Foreign Service as the senior legal advisor for the U.S. Agency for International Development in Manila from 1984 to 1989 and as senior legal advisor and associate director of USAID’s mission in Cairo from 1989 to 1990. Before joining the US Foreign Service, Brian was an associate with a large U.S. law firm based in Boston, Massachusetts.
