Practice Experience
Clare Kelly is an international trade analyst with expertise in international services issues, particularly the interpretation and application of the WTO Agreement on Trade in Services (GATS). As part of the Firm’s International Trade Group, she provides analysis and advice on the GATS and other WTO agreements. Her areas of expertise include regulatory and market access issues in sectors such as financial, energy, professional, environmental, transport, distribution and communications services.
Prior to joining White & Case, Ms. Kelly worked as a policy analyst and trade negotiator for the New Zealand Ministry of Foreign Affairs and Trade, most recently as Counsellor to the New Zealand Permanent Mission to the WTO in Geneva. In this capacity, she had extensive experience in WTO negotiations, with responsibility for trade in services, as well as New Zealand’s bilateral negotiations with acceding Members. She chaired the WTO Working Party on GATS Rules from 2004-2005. Earlier, as a Wellington-based policy analyst and negotiator, she worked on New Zealand’s bilateral FTA negotiations with other countries, as well as on issues related to the compliance of domestic regulation with international legal obligations.
