Practice Experience
Mr. González practice includes, among others, project financing, government procurement, commercial litigation, antitrust matters, regulatory and banking, as well as the implementation and development of infrastructure projects, including public-private partnerships, electricity, gas, petrochemicals and water.

Mr. González joined the firm in 2006. Prior to joining White & Case, from 2000 to 2005 Mr. González was an associate of a leading international firm specialized in energy and infrastructure matters, participating in several transactions related to electricity and infrastructure projects called by Comisión Federal de Electricidad (CFE) under the modality of financed public works, independent power producers, private power generation projects, multiple service contracts as well as public works and services projects related to exploration and drilling, in both cases called by Petroleos Mexicanos (Pemex). Within said projects, Mr. González has represented both, developers and lenders.

Since his incorporation to the firm, Mr. González has represented public and private entities in the implementation and development of several infrastructure projects.

He has advised a wide range including lenders, sponsors and developers, project buyers and sellers and governmental entities with respect to infrastructure, procurement and investment projects and negotiations. His advice has included the review, analysis and risk assessment of governmental bid documents and advice in preparation of proposals; negotiation and instrumentation of project agreements including Public Works Contracts (OPF), Power Purchase Agreements (PPAs), long-term service or supply contracts with governmental and/or private parties as well as the design and implementation of schemes for structuring and securing the finance of infrastructure public and private projects.

Among other clients, he has represented Calyon, WestLB, Japan Bank of International Cooperation, Mizuho Bank, Goldman Sachs, the Export Development Corporation (Canada), International Power plc., Marubeni Corporation, Ingenieros Civiles Asociados, POSCO Enc., the International Finance Corporation (IFC), Deutsche Bank, the Federal Minstry of Health of Mexico the Mexico City Government, Mexican development bank Nacional Financiera, SNC,

Within the most representative projects in recent years he participated in the following:
  • Wind Power Project (2011). Advisor to the lenders group led by governmental development bank Nacional Financiera (Nafin) in the Financing to Desarrollos Eólicos Mexicanos de Oaxaca 1, S.A. DE C.V., a subsidiary of Renovalia Wind International, L.S., a Spaniard wind-based power generation company, for the construction and operation of a 90 MW representing Phase 1 of the 227 MW wind-based power generation park to be located in the State of Oaxaca, Mexico.
  • GMR (2010). Advisor to GMR Infrastructure Ltd. in the sale of its Intergen B.V. portfolio which included the la Rosita and Bajío IPP and self supply power projects.
  • Transalta Mexican Projects Acquisition (2008). Advisor to Calyon, West LB and the Export Development Corporation for the financing for the prepayment and purchase of the Campeche and Chihuahua IPP projects by Intergen B.V. for an amount of approximately $340 million Dollars.
  • Intergen Acquisition (2008). Advisor to GMR Infrastructure Ltd. in the due diligence for the purchase of the Intergen B.V. portfolio which included the la Rosita and Bajío IPP and self supply power projects.
  • La Yesca (2008). He represented a consortium led by Ingenieros Civiles Asociados in the financing of approximately US$1'000,000,000 for the construction of the La Yesca hydroelectric plant with a power generation capacity of 750 MW to be located in the State of Jalisco, México under the Financed Public Work scheme called by Comisión Federal de Electricidad (CFE).
  • El Ahogado (2008). He represented POSCO Inc. in the analysis and preparation of a proposal for the "El Ahogado" water treatment facility to be located in the State of Jalisco for an amount of approximately $120 million Dollars.
  • Ciudad Victoria and Ixtapaluca Hospitals (2007 and 2008). With respect to Public-Private Partnerships, Mr. González represented the Ministry of Health in the structuring and implementation of the so called second generation of Specialized Hospitals in several states of Mexico (including the specialized hospital located in Ciudad Victoria and Ixtapaluca).
  • EDF Mexican Projects (2007). Advisor to Marubeni Corporation and International Power in the due diligence for the purchase of the EDF Portfolio in Mexico (including the IPP's Rio Bravo, Saltillo, Rio Bravo III, Rio Bravo IV and Altamira). (Latin Lawyer's Deal of the Year (M&A) 2008).
  • Laguna Verde (2007). Advisor to Citibank and Banco Nacional de México in their participation in the reconfiguration of the thermonuclear plant "Laguna Verde" for approximately US$900 million under the Financed Public Work scheme called by Comisión Federal de Electricidad (CFE).

With respect to Public-Private Partnerships, Mr. González participated in the preparation of a legal reform proposal for Mexico City, Federal District as well as a proposal of secondary legislation in order to implement a regulatory framework in Mexico City, Federal District to allow the development of Public-Private Partnership projects.

With respect to antitrust matters, Mr. González has represented several multinational companies immerse in a variety of business sectors such as pharmaceutical and autoparts, in the preparation, submission and authorization process before the Federal Competition Commission of pre-merger notification reports deriving from M&A transactions and also within the cartel Investigations launched by the Federal Competition Commission for monopolistic activities.

With respect to banking matters, Mr. González has represented entities such as Sherman Financial Group, Grupo Chedraui, Grupo Landus, Scotiabank, among others, in the authorization processes to be organized and incorporated as multiple banking institutions and pensions administrators as well as certain reorganization, sale and/or regulatory authorizations thereof.
