Practice Experience
Kirsten is of Counsel in our London office, focusing on infrastructure and PPP/PFI projects and is a member of the WEMEA Energy, Infrastructure, Project and Asset Finance Section. Her experience covers a number of different sectors including rail, roads, health, and education, justice and business process and other outsourcing projects.
Representative transactions include:
Transport and Roads
- Advising funders on Saudi rail project;
- Advising sponsor on Middle East rail project;
- Lead due diligence team on major sale of rolling stock company;
- Advised incumbent contractor in respect of Network Rail Enquiries contract;
- Advising in connection with A13 Thames Gateway PFI to financial close and post-close work;
- Advising in connection with the bid for Newport Roads PFI project.
Infrastructure and Outsourcing
- Advised major financial services organization on its global outsourcing of corporate and real estate functions.
- Acting for private sector companies in respect of both public and private sector business process outsourcing projects.
- Acting for sponsor on two Fire & Rescue Services PFI (one having reached financial close) and a Police Services PFI;
- Action for a bidder in relation to a Prisons PFI project.
Health
- Acting for a preferred bidder on a new model PPP outsourcing for certain health initiatives in the north of England;
- Acting for a services company in relation to health projects in Zimbabwe;
- Acting for the preferred bidder in respect of a joint venture arrangement for provision of pathology services;
- Acting for major health companies in respect of a number of independent sector treatment centre projects;
- Acting for an NHS Trust on a refinancing and variation of a health PFI Concession Agreement;
- Acting for successful private sector consortium on first phase LIFT schemes.
- Advising Liftcos on second and third phase schemes;
- Acting for soft services providers on major acute hospital PFI projects;
- Acting for funder on an acute care hospital P3 bid in Canada.

- Acting for sponsors on numerous BSF projects;
- Acting for funders on numerous BSF projects;
- Acting for ICT subcontractor on Southwark BSF and North Somerset BSF projects;
- Acting for Birmingham City Council, London Borough of Hackney, Sandwell Metropolitan Borough Council, Bristol City Council in relation to the procurement of their BSF programmes;
- Acting for private sector bidders in respect of Lewisham BSF, Newcastle BSF and Newham BSF, in particular in relation to FM services and partnering services.
- Acting for sponsors on Education PPP and PFI projects in the Midlands and north of England.
