Practice Experience
Kersten Wagner-Cardenal's principal areas of practice include environmental law (particularly waste law, pollution control law, and energy law), public procurement, technical construction law, and privatization of public infrastructure.
Mr. Wagner-Cardenal advises industrial enterprises, waste management companies and public corporations with respect to waste disposal, water law and industrial law. Since 1990, he has also been rendering advice to clients in the new federal states.
From 1990 to 1993, Mr. Wagner-Cardenal worked as the head of the legal department of a management and political consultancy enterprise specializing in environmental matters. His main duties were techniques evaluation and legal assistance for environmental projects (project and licensing management). At the same time, Mr. Wagner-Cardenal practiced as a lawyer, mainly advising medium-sized firms engaged in waste disposal and technical constructions.
In July 1993, he joined the firm in Hamburg, continuing his concentration on environmental law. In this area, he now assists clients in licensing and project determination procedures under the law concerning pollution control, waste disposal, and water. Mr. Wagner-Cardenal advises his clients with regard to the preparation of operational waste management plans and in drafting waste disposal, general contractors and engineers agreements for waste management and other technical environmental projects.
He has many years of experience in assisting his clients with the planning, procurement, licensing and construction of power generation plants and waste management plans.
Mr. Wagner-Cardenal is highly experienced in public procurement law. For more than eight years, he has advised on legal questions of national and community public procurement law, particularly in connection with bidding procedures.
Mr. Wagner-Cardenal represents public contract awarders (regional and local authorities, owner-operated municipal enterprises, and special purpose associations) in preparing bid documents and other aspects of the bidding procedure. Additionally, he represents bidders in public procurement procedures.
