Practice Experience
Luke is a legal consultant in the Construction and Engineering Practice and has experience in a range of areas including contentious and noncontentious aspects of construction projects.

He joined White & Case in 2005 from a major Australian law firm.

Luke's recent experience includes:

Project Development 
  • Representing the project company on the construction aspects of the development and project financing of the Nord Stream Baltic pipeline, which runs from Russia to Germany through the Baltic Sea and the exclusive economic zones of Russia, Finland, Sweden, Denmark and Germany; 
  • Representing the project company on the construction and financing of a US$1.5 billion 3500 MPTD Ammonia/Urea complex in Algeria including drafting and negotiating all engineering, procurement and construction contracts and related documents; 
  • Advising the Saudi Arabian sponsor in connection with its development of the US$9.9 billion upgrade to the Rabigh Petrochemical plant in Saudi Arabia, drafting the engineering, procurement and construction management contract and related documents. This project was awarded International Financial Law Review's 2006 Project Finance Deal of the Year; 
  • Advising the project company in connection with a US$2.4 billion, 350,000 tonne per year aluminum smelter in Oman, negotiating and drafting the EPCM contract and related documents. The smelter will be the largest greenfield plant in the region. This matter, which closed in December 2005, was awarded Project Finance International 2005 EMEA Industrial Deal of the Year and Project Finance Magazine EMEA 2005 Manufacturing Deal of the Year; 
  • Advising a major Egyptian construction company on the contractual arrangements for the construction of cement plants (including captive power plants) in Nigeria, Iraq and Algeria. The Nigeria deal was awarded African Industrial Deal of the Year 2006 by Project Finance Magazine.

Dispute Resolution 
  • Representing a Middle East developer in an ICC arbitration concerning a dispute arising out of the US$100 million development of a hotel and shopping centre complex; 
  • Representing a major US oil company in an UNCITRAL arbitration with a major contractor relating to the construction of offshore oil and gas facilities in Indonesia; 
  • Representing a major contractor in a US$1 billion ICC arbitration with a state petroleum company arising from construction of an oil refinery and pipelines in Latin America; 
  • Advising a regional authority in relation to a dispute arising out of the construction of three water treatment plants in Queensland, Australia.
