Practice Experience
Mr. Al-Sheikh joined White & Case LLP in February 2001 and currently heads the firm's Riyadh office and is also co-head of the firm's Islamic Finance Unit. He is engaged in general corporate practice and concentrates in particular on international commercial and financial transactions including privatization, telecommunications, project finance, energy and cross-border projects. Of particular note, Mr. Al-Sheikh is experienced in various aspects of Islamic law and Islamic finance and the telecommunications, energy, power and water sectors in Saudi Arabia.
Mr. Al-Sheikh began his career as a Counsel in the legal department of the World Bank. His work at the World Bank included advising on the World Bank's lending program in the Middle East; drafting and negotiating World Bank loan and credit agreements with various countries; ensuring compliance with World Bank policies, procedures and regulations; establishing and administering world bank trust funds; supervising the legal aspects of the World Bank's portfolio in the Middle East; coordinating, on behalf of the World Bank, with major donor countries and international organizations in relation to the West Bank and Gaza assistance program; drafting and negotiating contribution agreements between the World Bank and donor countries; assisting in the management of a World Bank administered US AID trust fund for privatization in Jordan; training government officials on World Bank financial products; and assisting in the carrying-out of the World Bank's Legal Development Project in the West Bank and Gaza.
While at the World Bank Mr. Al-Sheikh was recipient of the World Bank's performance award for his outstanding work on the emergency rehabilitation project in the West Bank & Gaza in December 2000.
Mr. Al-Sheikh has recently been invited to lecture and speak on the topic of Islamic finance and particularly on the development and structuring of Sukuk by JBIC (Japan Bank for International Cooperation), SMBC, Bank of Tokyo, Singapore Monetary Authority (Central Bank of Singapore), Global LNG conference in Doha, Saudi Aramco and others. In addition, he is currently participating in the CMA outreach program lecturing on the legal and regulatory aspects of the Capital Market Law and its implementing regulations. He has also published numerous articles on Islamic finance.

Representation of Rabigh Refining & Petrochemical Company (Petro Rabigh) in connection with the conversion of its legal status from a limited liability company to a joint stock company and the offering of 25% of its shares to the public through an IPO;
Representation of Dar Al-Arkan Real Estate Company in connection with the offering of 59,454,000 shares representing 11% of its share capital sold to the public by the founding shareholders through an IPO;
Representation of Kingdom Holding Co. as corporate counsel in connection with its SAR 3.04 billion IPO and its related corporate restructuring;
Representation of Saudi Indian Cooperative Insurance Co. in connection with the offering of 40% of its shares to the public through an IPO;
Representation of Fawaz Abdulaziz Al Hokair and Company in the conversion of its legal status to a joint stock company and the offering of 30% of its shares to the public through an IPO, which included advising on corporate governance regulations in Saudi Arabia;
Representation of the Saudi Paper Manufacturing Company in the conversion of its legal status from a limited liability company to a joint stock company, corporate governance and the offering of 30% of its shares to the public through an IPO;
Counsel to a syndicate of regional and international financial institutions in connection with Dar Al-Arkan Real Estate Development Company's groundbreaking US$600 million Sukuk issuance. The first Sukuk to be issued in the international capital markets by a Saudi corporate;
Counsel to a syndicate of regional and international financial institutions in connection with Dar Al-Arkan Real Estate Development Company's US$1 billion Sukuk issuance;
Representation of Unicorn Investment Bank B.S.C.(c) and Standard Bank in connection with the first true-sale Sukuk securitisation transaction in Saudi Arabia on behalf of Kingdom Installment Company LLC;

Representation of Citigroup, SAMBA, Gulf International Bank, Bank Saudi Fransi, Al Rajhi Bank, BNP Paribas, Calyon, Arab National Bank, Arab Banking Corporation and National Bank of Kuwait as mandated lead arrangers in connection with two financing facilities, with a combined value in excess of US$7 billion, to finance the purchase of the third mobile telecommunications license in Saudi Arabia by a consortium of Saudi Arabian shareholders and Mobile Telecommunications Company K.S.C;
Representation of Etihad Etisalat Company (Mobily) in connection with the development of a groundbreaking US$2.9 billion Islamic financing facility, based on the sale and distribution of airtime – a market first with a highly innovative Islamic finance instrument;
Representation of Etihad Etisalat Company (Mobily) in connection with its US$1.9 billion Islamic bridge financing in Saudi Arabia;

Representation of Dar Al-Arkan Real Estate Development Company a major real estate developer in Saudi Arabia in connection with the Islamic Murābaha financing for the SAR1.35 billion Al-Qasar real estate project;
Member of a team representing Saudi Aramco in relation to a number of different projects in Saudi Arabia including cogeneration plants and upstream gas projects;
Advising the International Finance Corporation (private sector arm of the World Bank Group) on the legal aspects of privatizing an existing desalination plant in Saudi Arabia and drafting the legal section of a report regarding the same;
