Some within the financial services industry, fear plans will be undermined by lack of clarity and resources as the European leaders unveiled radical plans to reshape Europe’s patchy system of financial regulation.

"If they are not carrying out a day-to-day supervisory role, how will they have personnel with the skillset to take the decisions they appear to have the power to take," said Carmen Reynolds, partner at law firm White & Case.
