On January 15, 2008, DG Competition opened a sector inquiry into the pharmaceuticals industry. At that time, DG Competition said it had started the inquiry to examine the reasons behind fewer new pharmaceuticals being brought to market and delays to generic entry. DG Competition's Preliminary Report was issued on November 28, 2008 – see Preliminary Report and interested stakeholders were invited to submit their comments on the preliminary findings contained in the Report by January 31, 2009.
