On November 28, 2008, and after a long period of debates including the participation of various political and social sectors, there were published amendments and put forward new guidelines regarding PEMEX’s legal framework, which creates a new contracting framework for PEMEX in addition to its general framework.

The purpose of this document is to analyze PEMEX's contracting framework with a special emphasis on the new framework created by the amendments.
