Practice Experience
Richard G. King has practiced international trade law since 1991. He focuses on advising multinational corporations, trade associations and sovereign governments on antidumping (AD), countervailing duty (CVD), escape clause and customs matters arising before US authorities, the European Commission and the World Trade Organization (WTO). Before his assignment to the Brussels office, he worked in the Washington, DC office of White & Case.

Mr. King's recent US cases include Stainless Steel from France, Structural Steel Products from Italy, Crude Oil from Saudi Arabia (case terminated for lack of standing), Carbon Steel Flat Products from Slovakia (negative injury determination), Carbon Steel Flat Products from Venezuela (CVD and AD cases dismissed) and Carbon Steel Flat Products from Argentina (CVD case dismissed). Recent and ongoing cases before the European Commission include Plastic Bags from Thailand and Malaysia; Recordable Compact Disks from Taiwan, Hong Kong and China; Recordable Digital Versatile Disks from Malaysia, Hong Kong and China; Footwear from China; Pipes and Tubes from Romania; Color Television Receivers from Turkey (case terminated without imposition of anti-dumping measures), Pipe Fittings from Slovakia, Ammonium Nitrate from Russia (expiry review), Seamless Pipes and Tubes from Slovakia (undertaking) and Urea from Romania and Croatia.

Mr. King has also assisted sovereign states in the drafting and implementation of their trade laws, and is currently working with government clients on the negotiation of antidumping rules in the ongoing Doha Round of WTO trade negotiations. He has also advised private entities and government clients on the WTO aspects of unfair trade cases and in cases before the WTO.

Mr. King is frequently asked to speak on international trade questions. In November 2005, he spoke on antidumping in the WTO Doha Development Agenda at a conference in Cairo entitled "Sixth WTO Ministerial Conference" in Hong Kong and Egypt's "Trade Liberalization Commitments: Benefits and Costs," organized by the Egyptian Ministry of Foreign Trade and Industry, USAID and the European Commission. In November 2004, he gave a seminar on "Trade Remedies and the WTO" to the Serbian Chamber of Commerce. Earlier, in March 2004, he gave a guest lecture on international trade and relations at the Institute of Advanced Legal Studies of the University of London. In December 2003, he was interviewed by CNBC TV for the UK "Closing Bell" program on President George W. Bush's cancellation of steel safeguard tariffs. He has also been asked by the Moscow Times to comment on trade developments between the European Union and Russia.
