Saul Daniel is a partner in the Energy Infrastructure and Project Finance Group in our Abu Dhabi office. Saul advises clients on the development and financing of energy and infrastructure projects. Saul has extensive experience advising sponsors, developers, utilities, lenders and governments in the gas, petrochemical, LNG, electricity and water sectors with a particular focus on the Middle East and Africa.

Representative transactions include:
  • Advising Saudi Aramco in connection with the proposed $20 billion Sadara petrochemical project, a joint venture with The Dow Chemical Company in Saudi Arabia.
  • Advising Braskem Idesa S.A.P.I on the development, construction and financing of its Etileno XXI olefins (ethylene and polyethylene) complex in Coatzacoalcos, Mexico.
  • Advising the lenders in connection with the $612 million Shams 1 solar power project in Abu Dhabi.
  • Advising Nitratos del Peru, a special purpose entity owned by Grupo Brescia of Peru and Sigdo Koppers of Chile, through its subsidiary Enaex, in the development, construction and project financing of a US$600 million ammonia and ammonium nitrate petrochemical complex in Pisco, Peru.
  • Advising an international trading company on its entry into spot LNG sale and purchase agreements.
  • Advising the sponsor on the proposed US$6 billion financing of a petrochemical complex in the Arab Republic of Egypt.
  • Advising JSC KPI, a joint venture consisting of SAT (a Kazakh Company), Kazmunaigaz (KMG) and Basell on the proposed US$6 billion financing of a petrochemical facility in Kazakhstan.
  • Advising the sponsor on the proposed US$3 billion financing of a petrochemical complex in the Republic of Azerbaijan.
  • Advising Saudi Aramco in connection with the development of an air separation plant and the supply of industrial gases.
  • Advising Sorfert, a joint venture between Sonatrach and Orascom Construction Industries on the natural gas and industrial gas supply arrangements to a urea and ammonia plant in Algeria.
  • Advising Orca Exploration on the restructuring of the Songo Songo Gas to Electricity Project.
  • Advising Orca Exploration on its long term gas supply agreements to 345 MW of new gas fired generation in Tanzania.
  • Advising the sponsors, International Power and Endesa Generation on the Tejo II IPP Project.
  • Advising Eskom in connection with two independent power projects for new peaking capacity (totaling 1000 MW).
  • Advising Eskom regarding the proposed integrated "Kudu" gas-to-power project in Namibia.
  • Advising Orca Exploration on the implications of the establishment of an energy regulatory authority in Tanzania.
  • Representation of the project company, Brass LNG, and sponsors Nigerian National Petroleum Corporation (NNPC), and Total, ConocoPhillips and Eni in this US$6 billion matter. Brass is planning to build a two-train onshore liquefaction plant estimated to produce 10 million tonnes per annum of LNG in Nigeria. The scheme will serve the new Atlantic Basin LNG market between the US and Europe.
  • Advising an oil company on its potential acquisition of assets in West Africa.
  • Advising Orca Exploration on its gas supply agreements to emergency gas fired generation facilities in Tanzania.
  • Representing the Gulf Cooperation Council (GCC) Interconnection Authority, established by the states of Kuwait, Bahrain, Qatar, Saudi Arabia, the United Arab Emirates and Oman, as part of a team advising GCC in connection with the financing and development of a proposed high voltage integrated transmission system and associated facilities intended to interconnect the member states for purposes of reserve sharing and potentially power trading.
  • Representing the sponsors, Qatar Petroleum and ExxonMobil Qatargas Inc., in relation to the arranging of financing for the US$11.2 billion Qatargas II project.
  • Representation as common counsel, of JBIC and commercial bank lenders on the commercial contracts related to the US$22 billion project financing of the Sakhalin II (Phase 2) LNG Project in Russia.
  • Advising an investor on its participation in one of the consortiums bidding for the Ras Laffan II IWPP in Qatar.
  • Representation of a consortium comprised of UK, Saudi and Japanese sponsors in connection with their proposed bid to develop on a BOO basis a new crude oil-fired 650 to 900 MW and 190 MIGD power and desalination plant at the Shoaiba complex about 80 kilometers south of Jeddah on Saudi Arabia’s Red Sea coast.
  • Advising an international forum of major gas producing countries and drafting production sharing agreements, joint, operating agreements, gas transportation and processing agreements, long term LNG sales and purchase agreements and gas sales agreements to an LNG project, power project, bulk domestic marketer and for export via international pipeline.
  • Advising the Government of the Sultanate of Oman on the unbundling of the Electricity and Water Sector.
  • Advising the Government of the Sultanate of Oman on the privatisation of the Salalah Power System.
  • Advising KPLC on the Kipevu II IPP project in Kenya.
