Practice Experience
Simela Karasavidis is an associate in the Energy, Infrastructure and Project Finance Practice.  She has extensive experience in Private Finance Initiative (PFI) and Public Private Partnership (PPP) projects. Simela has acted for private and public sector clients in the defense, education, health and government sectors, both in the UK and internationally.

Representative transactions include:
  • Advising Carillion / Enterprise in connection with the Prime Central MoD Contract;
  • Advising Babcock in connection with the Prime East MoD Contract;
  • Advising private sector party in connection with a strategic services Home Office Contract (highly confidential);
  • Advised International Computers Limited in connection with the Home Office IT2000 project in England;
  • Advising private sector party in connection with bid for Oldham Strategic Services Partnership Contract;
  • Advised HBS in connection with £300 million Milton Keynes business process outsourcing (BPO) project which included a receivables financing arrangement relating to the ongoing PPP;
  • Advised Serco/EADS consortium in connection with the financing of the MoD’s aerial target service;
  • Advised Serco Limited in connection with the provision of research and development services to the Department of Trade and Industry relating to the National Physical Laboratory;
  • Advising Nord LB in connection with East Ayrshire and South Ayrshire School PFI Projects;
  • Advising Nord LB in connection with Bangor University PFI Project;
  • Advised Carillion plc and Prime Limited and LIFTCo and Fundco in connection with the financing of the provision of certain health services (Birmingham & Solihull NHS LIFT Project);
  • Advised Carillion plc in connection with a bid in connection with the Oxford NHS LIFT project;
  • Advised Mowlem plc in connection with a property outsourcing with Centrica plc which will provide Centrica offices with a comprehensive package of construction and FM services;
  • Advised Mowlem plc in connection with a landmark property outsourcing which will provide approximately 2000 HSBC UK branches with a comprehensive package of construction and FM services valued at £477 million;
  • Advised Mowlem plc in connection with a property outsourcing which will provide approximately 200 HFC Bank branches with a comprehensive package of construction and FM services;
  • Advised NIB and Dexia in connection with the financing of the London Borough of Barking and Dagenham Schools PFI Project;
  • Advised Mitie in connection with Ealing 2 Schools PFI Project;
  • Advised HBS in connection with a PPP bid to provide outsourced customer services to Southwark Council and its constituents;
  • Advised Barclays Bank plc and Mediobanca in connection with the financing and restructuring of Rome Airport in Italy;
  • Advised Bank of America in connection with the preparation of a Best And Final Offer (BAFO) submission for Skynet 5, a Ministry of Defense satellite project valued at £850 million;
  • Advised Azurix Europe Limited in connection with the Cairo-Suez BOOT Water Supply Project in Egypt;
  • Advised the European Bank of Reconstruction and Development in connection with the Brno Wastewater treatment plant in the Czech Republic;
  • Advised Azurix Europe Limited in connection with Project Nefretiti, the development of ten BOT wastewater projects in Egypt;
  • Advised Tarmac Construction Limited and Group 4 Prison Services Limited in connection with the Onley Prison Project in the England valued at £50 million ;
  • Advised the Bank of America in connection with London Underground Ltd (the Prestige Project) in England valued at £221.8 million. Prestige was a project to design, develop, install, finance, maintain, own and operate the replacement for London Regional Transport’s existing ticketing system and services whilst also operating and maintaining the existing system; and
  • Advised Barclays Capital as lead arranger and Abbey National Treasury Services plc, De Nationale Investeringsbank plc, Halifax plc, Prudential Annuities Limited and Barclays Bank plc as private bond placees in connection with the Tay Wastewater treatment plant in Scotland. This project involved a £103 million private placement of secured bonds.
