Practice Experience
Spencer Lucas is a member of the Firm's Tax Controversy and Litigation Group. He devotes his time to federal tax disputes, both within the Internal Revenue Service at the Examination and Appeals levels and through civil litigation in federal district courts and U.S. courts of appeals. Mr. Lucas has also worked on international transfer pricing matters, such as the conclusion of advance pricing agreements between the U.S. and foreign competent authorities, as well as disputes arising under bilateral income tax treaties, including matters related to the assessment of tax on the basis of permanent establishment by foreign tax authorities.

Mr. Lucas graduated magna cum laude from Kenyon College in 2005 with majors in International Studies and Political Science and a minor in Russian. He received his JD from Georgetown University Law Center in 2008.
