Practice Experience
Stuart Willey is Counsel and Head of the Regulatory Practice in the Banking & Capital Markets group in London. Stuart specializes in financial regulation focusing on the securities markets, banking and insurance.

Before joining White & Case, Stuart worked as Chief Counsel to the UK's Financial Services Authority (FSA).

While working at the FSA Stuart led the team which focused on primary and secondary capital markets and wholesale firms. Between 2005 and 2011 he led the legal work on the implementation of MiFID, the Prospectus and Transparency Directives. Stuart also represented the FSA internationally through his membership of a Basel working group on cross border financial stability.

Some of the major cases he managed during his 13 years at the FSA include the judicial review of FSA decision to list of Rosneft; shorter offer periods for UK rights issues; tracking US and UK bankruptcies related to Lehman and close liaison with PwC; the use of trusts with regard to Landisbanki and KSF and the implementation of short selling rule, among others.

Stuart regularly speaks at numerous conferences, both in the UK and internationally, on the UK listing regime, Rights Issue Review, Prospectus Directive and on public offerings regime.

Stuart has served as a member of the Basel Cross Border Bank Resolution Group, Treasury Advisory Group on investment bank insolvency, Law Society's Steering Committee for the Development of the Commercial Laws of Libya, and several working groups of the Financial Markets Law Committee.
