Tom Bartlett is a partner in the Global Project Finance Group in London.

Tom has acted for lenders, sponsors and borrowers in numerous project finance transactions and other financings in emerging markets covering a wide range of sectors such as oil & gas, energy, mining, infrastructure, petrochemicals and telecoms. He has particular experience in large complex multi-sourced project financings in Europe, the Middle East and Africa involving Islamic banks, commercial banks, export credit agencies and development financial institutions.

Representative transactions include:
  • Advising Saudi Aramco on the proposed "giga" project financing of a world-scale integrated petrochemical complex to be located on a site within the perimeter of the Royal Commission for Jubail and Yanbu's Al Jubail Industrial City II on the east coast of Saudi Arabia;
  • Advising a syndicate of banks (including commercial banks and Islamic banks) and US-Exim bank on the Riyadh PP11 US$2.3 billion independent power project financing in Saudi Arabia, which included the provision of financing on both an Islamic and a conventional basis;
  • Advising, as common counsel, Japan Bank for International Cooperation, NEXI and a syndicate of commercial banks in connection with the US$20 billion project financing of the Sakhalin II (Phase 2) LNG Project in Russia;
  • Advising Nord Stream AG in connection with the financing of the US$9 billion Nord Stream gas pipeline through the Baltic Sea (including financing from commercial banks, Euler Hermes and SACE);
  • Advising a syndicate of banks including BNP Paribas, Natixis, Société Générale, Calyon and Crédit Industriel et Commercial in providing a US$586 million credit facility to Globalstar, Inc., a leading provider of mobile satellite voice and data services, with credit support from COFACE;
  • Advising BBVA, BNP Paribas and US-Exim on the corporate financing of Hispasat, S.A. a leading satellite operator which included a US$109 million credit facility guaranteed by US-Exim and a US$69 million credit facility with credit support from COFACE;
  • Advising a syndicate of banks including Al Rajhi Banking & Investment Corporation, Banque Saudi Fransi, Calyon, Standard Bank plc and others on the refinancing of US$2.6 billion murabaha financing facility with respect to Zain's acquisition of the third GSM license in Saudi Arabia;
  • Advising KfW, IFC, EIB, Agence Francaise De Developpement and the African Development Bank with respect to the financing of West Indian Ocean Cable Company Ltd. as a consortium member for the purpose of its participation and investment in the construction and implementation of the optical fibre submarine cable on the Eastern sea board of Africa;
  • Advising Etisalat Misr, the third mobile telecoms licensee in Egypt with respect to the EGP 3,000,000,000 revolving and term facility and US$300 million term facility to finance the acquisition of the license and the development of its mobile network in Egypt. The facilities are provided by CIB, Arab Bank plc, Credit Agricole, HSBC, National Bank of Egypt and National Bank of Abu Dhabi;
  • Advising ABN Amro (with respect to a COFACE supported financing) and IFC on a US$146 million financing of telecoms equipment in the Islamic Republic of Pakistan;
  • Advising IFC on the US$30 million project financing of a petrochemicals plant in Karachi, Islamic Republic of Pakistan;
  • Advising a syndicate of Indian banks as subordinated lenders with respect to the US$800 million project financing of a chemical plant in Raswa, Port Said Egypt;
  • Advising the sponsors on the US$64 million project financing of an air separation unit in Kuwait;
  • Advising EBRD on the US$73.5 million project financing of a cement production site in the Republic of Kazakhstan;
  • Advising the lenders on a US$115 million pre-export financing facility and a US$170 million working capital facility for an Egyptian steel producer;
  • Advising WestLB on a US$27 million secured pre-export trade finance facility of steel products in the Ukraine;
  • Advising En+ on a US$800 million secured corporate finance facility;
  • Advising BNP Paribas with respect to a US$65 million borrowing base finance facility provided to De Beers; and
  • Advising KAP and Salamon Enterprises on a US$235 million secured pre-export trade financing facility.
