Renewable power financing structures are heavily driven by government policies, particularly tax incentives, as evidenced by the blossoming, withering and nascent revival of tax equity financing in recent years. With the scheduled expirations of popular federal programs, such as the grant-in-lieu-of-tax-credits and Section 1705 loan guarantees, and the failure of the Congress-appointed Joint Select Committee on Deficit Reduction to reach agreement, further adaptations may be on the horizon.
