Practice Experience

Frank Vasquez practices in the areas of commercial litigation and international arbitration, including antitrust, intellectual property and bankruptcy litigation.

Mr. Vasquez has appeared in many international arbitrations and US court actions involving foreign sovereigns, their affiliates, international organizations and commercial entities. Countries involved include the Czech Republic, Hungary, Indonesia, Romania, Russia, Saudi Arabia, Turkey and Vietnam. Legal issues have included expropriation, the Foreign Sovereign Immunities Act, act of state and political question doctrines, and bilateral investment and other treaties. Mr. Vasquez has appeared on behalf of the prevailing party in some of the largest ICSID cases on record, including Ceskoslovenska Obchodni Banka, A.S. v. Slovak Republic, Noble Ventures, Inc. v. Romania and Giovanna a Beccara and others v. Argentina Republic. Mr. Vasquez has successfully defended the Republic of Indonesia and its agencies and affiliates in financial instrument and insurance cases involving more than $1 billion in alleged damages. In addition, Mr. Vasquez has recovered funds for Vietnam frozen by the US government for more than 25 years.

Mr. Vasquez is currently representing International Finance Corporation (IFC) in a number of disputes in US courts involving international organizational immunity and other issues. In March 2006, in a case of first impression, he obtained a ruling for IFC that prohibits the prejudgment attachment of the assets of IFC as a matter of law.

Mr. Vasquez has been involved in a number of antitrust merger and conspiracy cases and arbitrations. He is currently representing a large shipping company in several antitrust arbitrations involving class actions and multi-party claims and a major energy company in an alleged conspiracy case concerning natural gas prices.

In the intellectual property area, Mr. Vasquez represented Discovery Communications, Inc., owner of The Learning Channel trademarks, in a suit against Learning Network over the use of that name. Mr. Vasquez has also represented the Washington Redskins in a case involving trademark and First Amendment issues.

Mr. Vasquez has represented creditors in a number of bankruptcy proceedings. He represented AO Techsnabexport, the largest unsecured creditor in the bankruptcy of Oren Benton and Nuexco Trading in Denver, Colorado. Mr. Vasquez has also represented creditors in the bankruptcies of Enron, Fruit of the Loom and Worldtex, Inc.

In addition, he has committed a substantial amount of time to pro bono cases. Mr. Vasquez represented victims of AIDS in civil cases involving violations of the Americans with Disabilities Act and in criminal cases involving the defense of medical necessity. Mr. Vasquez has also represented elderly individuals in cases involving asset forfeiture and Social Security issues.

Mr. Vasquez is an adjunct professor at the Georgetown University Law Center, where he teaches trial practice. He is also an advisor to Georgetown's mock trial program.
