Practice Experience
Kamilla A. Tokhtaeva is an associate in White & Case's Energy, Infrastructure and Project Finance Group who concentrates on international project finance and other international finance transactions. Ms. Tokhtaeva joined White & Case in 2000.
Ms. Tokhtaeva has been involved in project financings in the power sectors in Brazil and Mexico with the Firm's representation of International Finance Corporation (IFC), the Inter-American Development Bank (IDB), the Overseas Private Investment Corporation (OPIC), Société Générale (SG) and other commercial banks and financial institutions.
Ms. Tokhtaeva's experience has included work on such transactions as:
- Representation of IFC, European Investment Bank, African Development Bank, KfW and Agence Française de Développement in the financing of the Eastern African Submarine Cable System (EASSy), a landmark fiber-optic cable project that will connect 21 African countries to each other and the rest of the world with high-quality Internet and international communications services;
- Representation of IFC, Société Générale, Credit Lyonnais and Barclays Capital as joint arrangers in connection with the financing of the Suez Gulf and Port Said power projects — two 683 MW power projects developed by Électricité de France International in Egypt. These were the second and third private power projects developed in Egypt;
- Representation of IFC, the World Bank, African Development Bank and other institutional lenders in connection with the project financing of the 300 MW, US$233 million Azito gas-fired power project and related transmission lines in the Republic of Côte d'Ivoire;
- The project financing by IFC of the Rio Bravo III and IV gas-fired power plants in Mexico;
- The multilender (IFC, SG and OPIC) project financing of the 895 MW Macaé gas-fired power plant in Brazil;
- Representing the lead arrangers in the financing of the Odebrecht Norbe VI, VIII and IX offshore oil drilling vessels, to be chartered to Petróleo Brasileiro S.A. (Petrobras). This deal was named as "2009 Latin American Upstream Oil & Gas Deal of the Year" by Project Finance magazine, "2009 Americas Deal of the Year" by Project Finance International magazine, "2009 South America Shipping Debt Deal of the Year" by Jane's Transport Finance magazine and "2010 Best Project Finance Deal" by LatinFinance magazine;
- The project financing by IDB of the 484 MW Termobahia gas-fired cogeneration plant in Brazil;
- The multilender (including SG) refinancing of the US$300 million secured debt of Companhia de Eletricidade do Estado da Bahia-Coelba in Brazil;
- The project financing by IDB of the 880 MW Campos Novos hydroelectric power plant in Brazil; and
- Representation of Overseas Private Investment Corporation, PROPARCO and European Investment Bank in the US$1 billion Disi-Mudawarra Water Project in the Kingdom of Jordan; This deal was selected as a "2009 Europe, Middle East and Africa Deal of the Year" by Project Finance magazine.
Ms. Tokhtaeva is a native Uzbek and Russian speaker and has assisted with various matters involving the Firm's Uzbek and Russian clients.
Ms. Tokhtaeva has also assisted in representing clients based in the US and abroad on a wide range of export control and economic sanctions matters and enforcement proceedings before such US government agencies as OFAC and BIS.
