White & Case has made its comments to the European Commission's public consultation on Regulation 1/2003, the EU's cornerstone of antitrust enforcement rules and procedures, and how it has functioned over the past four years. Our comments focus on the decentralized enforcement of the Regulation by national competition authorities and courts, as well as on the Commission's enforcement of it.  We also offer recommendations for improvements in enforcement.
