A new Federal Decree published on November 13, 2008, made big changes to Mexico's PEMEX-PIDIREGAS regime. The Decree, which amends Mexico's Federal Law of Budget and Fiscal Responsibility, bars PEMEX from performing PIDIREGAS projects, has PEMEX assume PIDIREGAS' liabilities and excludes PEMEX investments from the requirement to balance the national budget.
