Issue: FFT Entity self-reported that it did not have recovery plans for its CCAs.

Finding: MRO found that this issue constituted only a minimal risk to BPS reliability since FFT Entity had, through an earlier version of its Risk-Based Assessment Methodology, misclassified its CAs as CCAs. The CAs were located within a PSP and ESP. In addition, FFT Entity had a strong compliance culture.

Region: Texas RE

Issue: FFT Entity’s Recovery Plans failed to enumerate the various severity levels that would trigger the procedures for recovery of CCAs. When told of this finding, FFT Entity altered the plans so as to incorporate several levels of severity and duration.

Finding: This issue did not constitute a substantial risk to the bulk power system. FFT Entity had already instituted recovery procedures with annual updates.
