Issue: Utilities Commission of New Smyrna Beach ("New Smyrna") did not include in its Emergency Response Plan the tasks to be coordinated with neighboring entities, and it did not have evidence of such coordination or annual review of its coordination plans with such entities. Its ERP also did not include the statement that certain tasks had to be coordinated with neighboring entities. Duration of the violation was from June 18, 2007 when the standard became enforceable through October 15, 2008.

Finding: Penalty was deemed appropriate because this was New Smyrna's first violation of this standard, and the violation did not pose a serious or substantial threat to the reliability of the bulk power system because it was a documentation issue.
