Issue: While conducting an internal compliance review of its TOP compliance program, NNSAL found that it did not have available a current job description for dispatcher that included the grant of authority to begin real-time actions required for stable and reliable BPS operations. NNSAL submitted a self-report describing the issue and reporting that operating personnel receive training on how to implement real-time actions needed in the event of a BPS system emergency or for normal operations, but its documentation did not reflect the rights and responsibilities of the dispatcher.

Finding: The issued was deemed by WECC to pose minimal risk to BPS reliability because operation training plans indicated that dispatchers have the responsibility and authority to take real-time actions to maintain BPS reliability. And NNSAL staff had been trained and certified to respond to BPS events.
