Issue: FFT Entity self-reported that on one occasion one of its operation shift supervisors attempted to email its next-day generation availability report (which includes units that are scheduled to be unavailable the next day) to its BA and TO, but the email transmittal did not go through.

Finding: SPP found that this issue constituted only a minimal actual risk to BPS reliability. When the operation shift supervisor discovered the next day that the email had not gone through, he immediately resent the report. In addition, during the relevant time period, FFT Entity was not ordered to operate any of the generating units included in the report (including the unit with the scheduled outage).

Issue: FFT Entity self-reported that it had not followed the outage reporting requirements of its Reliability Coordinator, which mandated that FFT Entity provide daily outage information to its Reliability Coordinator, affected BAs and Transmission Operators for scheduled bulk transmission outages scheduled for the next that day that may contribute to an Interconnection Reliability Operating Limit or System Operating Limit violation or a regional operating area limitation.

Finding: FRCC found that this issue constituted only a minimal risk to BPS reliability since FFT Entity did notify its Reliability Coordinator, BA and neighboring Transmission Operator of its scheduled outage through current day and next day daily flow emails. Furthermore, FFT Entity is a relatively small entity.
