Lawmakers Move Closer to Settling Key Parts of Farm Bill

Lawmakers are closer to breaking ground in settling a five-year farm bill expected to overhaul federal assistance programming for farmers. Key parts of the legislation include subsidies that theoretically will reward farmers who overplant crops, regardless of the demand, to receive additional benefits.

"When you have a program that pays across every single acre, you're creating a huge incentive for people just to plant acres to get the subsidy," said David Bond, a partner at White & Case.
