Overview

Davin Paley-Zimble is an International Trade associate in White & Case's Washington, DC office. His practice focuses on export controls. Davin has experience advising clients on compliance with US export control laws and regulations administered by the US Department of State's Directorate of Defense Trade Controls (DDTC), the US Department of Commerce's Bureau of Industry and Security (BIS), and the US Treasury Department's Office of Foreign Asset Control (OFAC).

Davin assists clients with a range of export control compliance issues, such as conducting jurisdiction and classification analyses under the Export Administration Regulations (EAR) and the International Traffic in Arms Regulations (ITAR), advising on cross-border transactions and international supply chain issues, applying for export authorizations, analyzing the applicability of export license exceptions and exemptions, advising on technical data transfers, and designing and implementing export control compliance programs and training.

Davin has advised clients on export control compliance due diligence related to mergers and acquisitions, as well as responding to inquiries from government regulators and enforcement agencies, conducting internal investigations, and filing voluntary self-disclosures to BIS, DDTC, and the US Census Bureau.

Prior to joining White & Case, Davin worked as a Global Trade Advisory Senior Consultant for a Big Four accounting firm, where he advised on export control compliance for M&A, technology implementation and data management and offshoring for clients in the pharmaceutical, semiconductor, AI/ML and defence industries.
