Overview

Luke is a counsel in our Construction and Engineering group based in the UAE. He advises clients in the development and financing of energy and infrastructure projects, with a particular focus on transactional construction work.

He has drafted and advised upon purpose-drafted and standard form construction contracts including EPC, EPCM, DBOM, Convertible LSTK, D&B and construct-only contracts, as well as a wide variety of consultancy, supply, O&M and related contracts and procurement documents. He also has significant experience with procurement in the UK and the Middle East using the Public Private Partnership and Private Finance Initiative procurement models, and with procurement under BOO (build-own-operate), BOOT (build-own-operate-transfer) and related schemes and in using FIDIC, LOGIC and other industry standard forms.

Luke has advised sponsors, owners, and lenders from pre-contract negotiation through contract administration and post contract dispute resolution. He has in-depth experience on projects in the petrochemical, oil and gas (offshore and onshore), power (gas, nuclear, renewables), water, rail, road and shipbuilding sectors.

Representation of the Abu Dhabi Water & Electricity Authority in connection with the Mirfa IWPP project in Abu Dhabi.

Representation of Saudi Aramco in connection with the proposed $20 billion Sadara petrochemical project, a joint venture with The Dow Chemical Company in Saudi Arabia.

Representation of Saudi Aramco in connection with its development of the US$9.9 billion upgrade to the Rabigh Petrochemical plant in Saudi Arabia, drafting the engineering, procurement and construction management contract and related documents.

Representation of Saudi Aramco in connection with the development of a joint venture butanol plant for the supply of butanol to the Sadara Chemical Company Project in Jubail, Saudi Arabia.

Representation of Saudi Aramco in connection with the development of an air separation plant and the supply of nitrogen.
