On 15 January 2008, the European Commission opened a sector inquiry into the pharmaceutical industry by way of unannounced inspections on several companies. This was the first time that dawn raids had been used to open a sector inquiry. At that time, the Commission said it had started this inquiry to examine the reasons behind fewer new pharmaceuticals being brought to market and delays to generic entry. The Commission's Preliminary Report was issued 28 November 2008 – see Preliminary Report.
