Biography
Samuel Scoles leads the Firm's trade reporting and advisory services in the Asia-Pacific. With more than 25 years of experience in international trade policy, government relations, and regulatory matters, Sam advises Asia-based and global clients on a wide range of trade and compliance issues, including tariffs, rules of origin, customs, digital trade, green trade, supply chains and human rights, domestic labelling, product standard harmonization, trade remedies, and bilateral and regional free trade agreements (FTAs). He also serves as the primary liaison with the Firm's trade advisory practices in Europe and the Americas. Before moving to Sydney in 2021, Sam was based in the Firm's Singapore office.
Sam has led client matters on country-specific and regional policy issues affecting the agribusiness, automotive and electric vehicle, electronics, food, iron and steel, semiconductor, manufacturing, and petrochemical sectors. His trade remedies experience spans research, analysis and advisory work on antidumping (AD), countervailing duty (CVD), safeguards, and anticircumvention matters, including AD and CVD investigations and reviews involving consumer, agricultural, and industrial products from Malaysia, Vietnam, Indonesia and Thailand.

Prior to joining White & Case as an international trade analyst in the Firm's Washington, DC office in 2001, Sam worked in business and e-commerce development for Astaga.com, a leading Internet company in Jakarta, Indonesia. He also spent over four years in Thailand working as both a university lecturer and an assistant coordinator for Aide Médicale Internationale, a French non-governmental organization focusing on primary health care and small and medium enterprise (SME) development in Chiang Mai and along the Thai-Myanmar border.
