Practice Experience
Mr. Sutton is a member of the English Bar, concentrating in the law and policy of the European Union, international trade and English public law, including actions before the European and English courts involving EU law. His practice focuses on EU economic and constitutional law (especially involving EU "single market" law, competition and state aids, intellectual property, the free movement of goods, financial services, direct and indirect tax, and monetary law), energy policy (especially nuclear, natural gas and electricity), environmental protection, agriculture, high-technology industries (especially in the entertainment sector), automobiles, food, drink and tobacco, textiles, steel and shipbuilding. As a former EU trade negotiator, GATT/WTO (especially dispute settlement) is also an important part of Mr. Sutton's practice.
After 16 years as a European civil servant in the European Commission, in 1989 Mr. Sutton joined Forrester, Norall & Sutton, which merged with White & Case in 1998.
Mr. Sutton represents clients before the EU institutions in Brussels, particularly the Commission and European Parliament, national authorities (including the English Courts), the European Courts of Justice in Luxembourg and the EFTA Court in Geneva. Mr. Sutton has also represented a number of governments in dispute settlement procedures before the WTO in Geneva.
Before joining Forrester, Norall & Sutton, Mr. Sutton taught EU law, public international law and UK public law at the University of London from 1967 to 1973. From 1973 to 1989, Mr. Sutton was an official of the EC Commission. He was an EC trade negotiator for the GATT multifibres arrangement and the Tokyo Round, a diplomat in the EC's Tokyo delegation between 1979 and 1984 and legal adviser to the Commission Vice President for the Single Market (Lord Cockfield) between 1985 and 1989. Mr. Sutton's last position in the Commission was as head of the financial services department. Since 1999, Mr. Sutton has been Visiting Professor of European and International Trade Law at University College London. Previously, he was Visiting Lecturer in European Law at the University of Cambridge.
