Practice Experience
Robert Bittman is a Counsel in White & Case LLP's White Collar Practice in Washington, DC. He regularly represents Fortune 100 companies and individuals around the world in connection with criminal and regulatory investigations before the US Securities & Exchange Commission and the US Departments of Justice, State, Commerce and Treasury, as well as in parallel civil and administrative proceedings. Mr. Bittman focuses his legal expertise in areas that are increasingly affecting multi-national corporations in a globalized economy, including the Foreign Corrupt Practices Act ("FCPA"), Sarbanes-Oxley Act ("SOX"), international data privacy laws and corporate governance. 

Since joining White & Case in 2000, Mr. Bittman has successfully handled a wide variety of matters involving alleged FCPA and False Claims Act ("FCA") violations, securities fraud, antitrust offenses, money laundering, mail and wire fraud, defense contractor fraud, health care fraud, public corruption and import/export violations. He has managed and conducted comprehensive risk-assessments and internal investigations in countries across the globe. Mr. Bittman also has extensive experience advising executives, boards of directors, board committees, and individual directors and officers on corporate governance, risk assessment and compliance strategies and initiatives. He regularly advises corporations on the development, evaluation and implementation of compliance programs.

Prior to joining White & Case, Mr. Bittman served as Deputy Independent Counsel for the Office of Independent Counsel Ken Starr. In that role, Mr. Bittman was the Chief Prosecutor in charge of the Monica Lewinsky investigation, responsible for all investigative aspects and litigation. In addition, Mr. Bittman was the principal liaison with Congress and with the Department of Justice during President Clinton's impeachment proceedings. He was also a member of the investigative team assigned to the Whitewater case, and he managed the Office of Independent Counsel's Little Rock office.

Mr. Bittman was also an Assistant State's Attorney in Annapolis, Maryland, where he tried some 40 jury trials including capital murder, white-collar crime and other felonies.

Mr. Bittman has testified before the Maryland State Legislature on criminal law issues, has appeared on numerous national news programs, and has been quoted in newspapers, books and magazines.

Representative Engagements

A sampling of Mr. Bittman's representative engagements includes:
  • Conducting sensitive, global internal investigations in connection with allegations of corruption, fraud and other misconduct, including managing a worldwide investigation of FCPA compliance for a multi-national manufacturing and service corporation.
  • Advising multi-national, Fortune 100 corporations on the adequacy and implementation of compliance programs and providing training on those programs, including on anti-corruption compliance plans.
  • Representing a foreign government and a large international bank in criminal and civil charges involving complex insurance fraud.
  • Representing large import/export corporations in connection with export control and sanctions rules of the US Bureau of Industry and Security ("BIS"), Directorate of Defense Trade Controls ("DDTC") and Office of Foreign Assets Control ("OFAC"), including compliance, licensing and enforcement.
  • Representing a large multinational energy company in multiple criminal, civil and legislative investigations ensuing from the California energy crisis.
  • Representing high-level government officials and corporate executives facing allegations of public corruption, obstruction of justice, political interference, securities fraud, health care fraud, bank fraud and wire fraud.
