Practice Experience
Doug Peel is a partner in our project finance practice, based in our Riyadh office. He concentrates on infrastructure, energy and project finance transactions. Doug was an associate in White & Case's New York, Istanbul and Jeddah offices from 1988 until 1993. Prior to rejoining White & Case in London in 1996, Doug spent three years in the Office of General Counsel of the European Bank for Reconstruction and Development. Before moving to Riyadh, Doug was based in our Moscow (1998-2000), London (2001-2007), Singapore (2008-2009) and Abu Dhabi offices (2010-2011).
Representative transactions include advising:
- Saudi Aramco on refinery, bulk plant and other projects;
- The lenders on the Shams 1 solar power project in Abu Dhabi;
- The lenders on a solar power project in Rajasthan, India;
- Government authorities on airport and rail projects in the GCC;
- JBIC and the other lenders in connection with the project financing of the Sakhalin II (Phase 2) LNG project in Russia's Far East;
- The International Finance Corporation on financings in the GCC, Jordan, Egypt, Russia and Indonesia;
- The European Bank for Reconstruction and Development on project financings in the energy, transport infrastructure and industrial sectors in Russia, Central Asia and Eastern Europe;
- The Emerging Africa Infrastructure Fund on power project financings in Cameroon, Tanzania and Uganda;
- The international lead arrangers on the NLNG project in Nigeria;
- Sponsors, project companies and borrowers in the metals and mining and telecommunications sectors on project and other secured financings in India, Russia, the Caucasus, Central Asia and North Africa;
- The Coca-Cola Company in the expansion and restructuring of a global joint venture with Nestlé S.A.;
- The majority shareholder of a bidder in the United Kingdom 3G spectrum auction; and
- The South African government in the privatisation of Telkom S.A.
