Practice Experience
Mr. Mir concentrates in US and international project financings. He has represented export credit agencies, multilateral lending institutions and commercial banks as lenders, as well as sponsors, in connection with project financings in the infrastructure, power, and oil and gas sectors. In addition, Mr. Mir has also represented sovereigns and sponsors in connection with public-private partnership transactions.
Mr. Mir has recently been involved in the:
- Representation of Russell City Energy Company, LLC in connection with the US$845 million project financing of an approximately 620 megawatt (MW) natural gas-fired, combined-cycle power generation facility to be located in the City of Hayward, California;
- Representation of BayernLB, Nord/LB, UBOC, Rabobank and Santander in connection with the US$352 million project financing of the 150 MW Lost Creek wind farm in DeKalb County, Missouri. The innovative portion of the capital structure involved a bridge loan from the banks that will be repaid at project completion from the proceeds of a Section 1603 grant made available under the recently-enacted US Stimulus Plan;
- Representation of the commercial lenders (including WestLB, Calyon, SG Americas and DnB NOR) in connection with the financing of a 110 MW hydroelectric power project in Chile. Pacific Hydro Pty Ltd is the sponsor. Work on this project began during the summer of 2008 and it closed in the first half of 2009;
- Representation of International Finance Corporation in connection with the US$500 million project financing of a 165 MW coal-fired power project in Chile. Suez Energy Andino, S.A. is the sponsor;
- Representation of the Cintra/Macquarie Consortium in connection with their successful US$3.8 billion bid for the concession and lease of the Indiana Toll Road;
- Representation of a major international fossil fuel company in connection with refining and petrochemical projects in development in the Middle East;
- Representation of IFC, the Bank of Nova Scotia, DEG and COFACE as senior lenders in connection with the approximately US$200 million project financing of the Caucedo deep water port facility project in the Dominican Republic;
- Representation of the Hashemite Kingdom of Jordan in connection with the privatization and rehabilitation of the Queen Alia International Airport in Amman, Jordan;
- Representation of the financing parties, including the gas hedge provider, in connection with the project financing of the Morris Cogeneration Project, a 177 MW gas-fired cogeneration facility acquired by Diamond Generating Corporation that is located at Lyondell's petrochemical facility in Morris, Illinois; and
- Representation of U.S. Ex-Im Bank with the Q-Chem II project, which involved the US$1 billion project financing of a petrochemical facility in Qatar.
