Practice Experience

Jessica M. Lynch is an associate in the Firm’s Energy Markets and Regulatory Group, with a focus on regulatory matters and energy sector transactions. Prior to joining White & Case, Ms. Lynch worked for two years as an attorney at the U.S. Federal Energy Regulatory Commission (FERC). Ms. Lynch has worked on many different regulatory proceedings involving electric power and natural gas markets and rates. She has worked on major power sales agreements, including full requirements arrangements to serve 20 electric cooperative utilities. Ms. Lynch has assisted clients seeking to obtain and retain FERC and state regulatory authorizations for market-based rate authority, including preparation of updated market power analyses and notices to comply with change in status obligations, and to maintain qualifying facility, exempt wholesale generator and foreign utility company status. Ms. Lynch also has experience representing clients in FERC hearing, settlement and rulemaking proceedings.
