Practice Experience
Leon focuses on international commercial arbitration, and has particular experience advising clients in investor-state disputes.
Leon has experience of arbitral proceedings conducted under the rules of the International Chamber of Commerce (ICC), as well as ad hoc proceedings, such as under the arbitration rules of the United Nations Commission on International Trade Law (UNCITRAL). His sector experience includes construction, oil and gas, energy, utilities, telecommunications, pharmaceutical, banking and finance, and corporate and legal services. He has worked on disputes involving both common and civil laws.
Leon has advised both companies and sovereign states in investor-state disputes. Prior to joining White & Case, Leon worked at another international law firm on ICSID arbitrations against the Argentine Republic, mainly in the utilities sector.
Leon has served as secretary to arbitral tribunals, and has been involved in the drafting of arbitral awards.
Leon also has experience investigating white collar crime. He has currently conducted an international corporate internal investigations in Central and Eastern Europe, particularly in relation to the United States' Foreign Corrupt Practices Act.
Leon has non-contentious experience. He previously worked at a leading Australian law firm in both the corporate and finance practices groups providing advice on general corporate matters.
Leon has also worked in-house as a financial analyst at, among others, Westpac Banking Corporation, one of Australia's largest commercial banks, Telstra Corporation Ltd, and Coca-Cola Amatil.
Leon's recent experience includes:
- Three ICSID arbitrations with over US$ 1 billion at stake against Argentina governed by public international law over investments in the utilities sector.
- Two US$ 500 million UNCITRAL arbitrations in Brussels governed by English law over contracts in the oil and gas sector, including multi-jurisdictional litigation relating to interim relief and actions against third parties.
- € 500 million ICC arbitration in Switzerland governed by Swiss law over a contract for the sale and purchase of an international pharmaceutical company.
- € 150 million UNCITRAL arbitration in Geneva governed by public international law over a public infrastructure investment in Asia.
- € 20 million ICC arbitration in Vienna governed by English law over the construction of an arena in Eastern Europe.
- Representing a construction company in a € 20 million ad hoc arbitration in a Central European country.
- US$ 10 million UNCITRAL arbitration in London governed by English law over a payment dispute under a legal services agreement.
- € 10 million arbitration in Budapest under the arbitration rules of the Hungarian Chamber of Commerce over recovery of a bank loan following bankruptcy.
- € 5 million ICC arbitration governed by an Asian law over a public infrastructure construction in Far East Asia.
- € 5 million UNCITRAL arbitration in Brussels governed by general principles of law over a payment dispute under a legal services agreement.
- Pre-ICC arbitration representation of an energy company concerning the development of oil and gas fields offshore Africa.
- Pre-ICC arbitration representation of an energy company concerning a dispute over the construction of a gas facility in Central Asia.
- Pre-arbitration representation of a construction company concerning a dispute over the construction of a power plant in South America.
- Pre-ICC arbitration representation of an office services company concerning a dispute over a share purchase agreement.
