Practice Experience
Leon specializes in international commercial arbitration, and has particular expertise advising clients in investor-state disputes.
Leon has experience of arbitral proceedings conducted under the rules of the International Chamber of Commerce (ICC), as well as ad hoc proceedings, such as under the arbitration rules of the United Nations Commission on International Trade Law (UNCITRAL). His sector experience includes oil & gas, utilities, telecommunications, corporate services and construction. He has worked on disputes involving both common and civil laws.
Leon has advised both companies and sovereign states in investor-state disputes. Prior to joining White & Case, Leon worked at another international law firm on ICSID arbitrations against the Argentine Republic, mainly in the utilities sector.
Leon has served as secretary to arbitral tribunals, and has been involved in the drafting of arbitral awards.
Leon also has experience investigating white collar crime. He is currently conducting an international corporate internal investigations in Central and Eastern Europe, particularly in relation to the United States' Foreign Corrupt Practices Act.
Leon has non-contentious experience. He previously worked at a leading Australian law firm in both the corporate and finance practices groups providing advice on general corporate matters.
Leon has also worked in-house as a financial analyst at, among others, Westpac Banking Corporation, one of Australia's largest commercial banks, Telstra Corporation Ltd, and Coca-Cola Amatil.
Leon's recent experience includes:
Two US$500 million UNCITRAL arbitrations in Brussels governed by English law over contracts in the oil & gas sector, including multi-jurisdictional litigation relating to interim relief and actions against third parties;
Representing an international joint venture in a construction dispute in Taiwan; and
Representation of an office services company in pre-ICC arbitration work arising out of a dispute over a share purchase agreement.
