Overview

Adolfo Osorio joined the Mexico City office of the Firm in 2006. Adolfo's practice includes project finance, public procurement, public-private partnerships, regulatory matters, as well as the implementation and development of infrastructure projects, in areas such as electricity, natural gas, water, and public infrastructure.

Adolfo joined White & Case's Miami office as international lawyer in 2014 and returned to White & Case's Mexico City office in 2015.

Experience

Representation of AB Svensk ExportKredit, Banco Security, DNB Group, Agencia en Chile, KfW IPEX-Bank GmbH, Sumitomo Mitsui Banking Corporation, as lenders, and Eksport Kredit Fonden, the Danish export credit agency, in the US$306 million project financing of the San Juan Project being developed by Latin America Power, a 185 MW wind electricity generation facility in the Province of Atacama, Chile and the related 220-kV, 86 km transmission line that will connect the Project to Chile's Central Interconnected System (SIC).

Advisor to the Mexican Ministry of Finance and Public Credit in the review and improvement of the existing regulatory and legal framework applicable to public-private partnerships in Mexico.

Representation of the Ministry of Health in the structuring and implementation of the second generation of highly specialized hospitals in several states in Mexico, using the public-private partnership scheme (including the regional hospitals of Ciudad Victoria and Ixtapaluca).

Representation of Wyeth, S.A. de C.V. in all matters related to a public bid called by the Mexican Ministry of Health for the procurement of almost 2.5 million doses of pneumococcal vaccines in connection with the National Vaccination Plan.

Representation of Israel Aerospace Industries in the public bidding process for the award of a contract for the installation of 8,000 security cameras in Mexico City.

Representation of the consortium formed by Korea Water Resources Corporation, Samsung C&T Corporation, TECHINT, Samsung Engineering and VISE in preparing its proposal for an international public bid before the National Water Agency (CONAGUA), related to a 25-year concession for the design, financing, construction, equipment, operation and maintenance of a water treatment plant, including an aqueduct to be located in the states of Jalisco and Guanajuato.

Advisor for the group of lending institutions led by the development bank Nacional Financiera (Nafin), regarding the funding given to Desarrollos Eólicos Mexicanos de Oaxaca 1, SA DE CV, a subsidiary of Renovalia Wind Internacional, LS, a Spanish wind energy company, during the construction and operation of Stage One of the Wind Energy Plant, which will generate 90 MW of energy of the 227 added MW, to be located in the State of Oaxaca, Mexico.

Representation of, and advisory for, the group of banks that would serve as lenders in the original financing proposal during the evaluation and analysis of the Los Ramones natural gas transportation project.
