Charlène Ntsiba is an associate in the Energy, Infrastructure Project and Asset Finance group in the Paris office, specializing in project and asset finance. Charlène's work involves leasing transactions, secured and unsecured syndicated lending, PPP and concession based financing and aircraft & shipping financings.

Before joining White & Case, Charlène was a junior associate in a French law firm, with a particular focus on mining operations, infrastructure and energy project financings in France and Africa.

Project Finance

Representation of the lenders, including international financial institutions International Finance Corporation, European Bank for Reconstruction and Development, DEG, Proparco and Korea Development Bank, and a syndicate of commercial banks including BBVA, SMBC, HSBC, Siemens Bank and Deutsche Bank, on the €550 million financing of an integrated healthcare campus public-private partnership (PPP) in Adana, Turkey, which transaction was awarded "European PPP Deal of the Year" by IJGlobal 2015, "Best PPP Deal of the Year" and "Best social development Deal of the Year" by EMEA Finance 2015.

Representation of CIPREL, an Ivorian independent electricity producer, controlled by Eranove, itself a subsidiary of a pan-African investment fund, Emerging Capital Partners, in relation to the financing of the expansion of its power unit. We are currently advising the company on the fourth phase of the project. This transaction was named Best Sustainability Deal of the Year 2015 in Africa by EMEAFinance.

Representation of the project company formed by Eiffage in connection with the concession, financing, building and operation of a new section of the Dakar toll road to be fund by the Senegalese government, AFD, Eiffage and its lenders.

Representation of Olympique Lyonnais, the French association football club, on the debt financing and bond financing (with regard to the second and third bond issues) as well as on the O&M aspects for the development and the construction of new stadium, Stade de Lyon and related training facilities, in France.

Representation of a French sponsor in connection with project financing of the construction of a new oil and gas platform to expand its existing operations in Côte d'Ivoire, including the implementation of MIGA coverage and a Partial Risk Guarantee from the World Bank and further advising the same sponsor in the acquisition and financing of its joint venture partner's interest in the project.

Asset Finance

Representation of Société Générale and BTMU for the delivery of the EUR and USD ECA backed-financing of the purchase by Royal Caribbean Cruises Limited of the world's biggest-ever luxury cruise ship called "Harmony of the Seas" with a capacity of 8,500 passengers and crew.

Representation of BRED and Société Générale in the bridge financing by way of mortgage loan and subsequent long term financing by way of French tax lease of a passenger ferry vessel for Corsica Ferries and sub-leased to Tallink Grupp.

Representation of Société Générale on the refinancing of a fleet of 17 helicopters for Norwegian company Blueway A.S., which offers specialized helicopter services within the offshore and onshore market. The refinancing was implemented in conjunction with the acquisition of Blueway by Belgian group NHV.

Representation of Société Générale in the unwind and aircraft purchase of two A340 aircraft on lease to Cathay Pacific.

Representation of Société Générale and HSBC France in an €86 million vessel refinancing for Alda Marine, a subsidiary of Alcatel Lucent Submarines.
