Mr. Neal is an associate in the Energy, Infrastructure and Project Finance Group of White & Case and focuses on energy regulatory, litigation, and transactional matters. He provides counsel to clients with respect to issues before the Federal Energy Regulatory Commission (FERC), the Nuclear Regulatory Commission (NRC), North American Electric Reliablity Corporation (NERC), state regulators, and in federal and state courts. He has experience with issues under the Federal Power Act (FPA), Natural Gas Act (NGA), Public Utility Holding Company Act (PUHCA) and the Public Utility Regulatory Policies Act (PURPA).
Mr. Neal has advised clients on several renewable energy matters, including matters involving renewable fuel standards and transmission to offshore wind farms. He has additional experience in commercial litigation and antitrust cases, including briefing before the Second Circuit and representation of a coal company in challenging an arbitral award stemming from a contractual dispute. Mr. Neal also prepares case annotations of the NERC Notices of Penalty for the database that catalogs those decisions.
Actively involved in probono work, Mr. Neal provides guidance to nonprofit organizations on a variety of matters and pursues benefits claims on behalf of veterans.
Prior to joining the Firm, Mr. Neal served as a Special Assistant Attorney General for the District of Columbia, where he litigated constitutional, tort, and whistleblower claims before DC federal and superior courts.
