Guogang Li is a Senior Trade Advisor based in the Washington, DC office of White & Case. As part of the Firm's International Trade Practice, his specialties include inbound and outbound trade remedy cases; WTO disputes and negotiations; and trade and investment regulatory issues in China, as well as issues arising under China's Anti-Monopoly Law.
Before joining White & Case, Guogang spent more than 20 years in China's Ministry of Commerce and was the Director-Chief of Anti-dumping investigations from 2001. In that capacity Guogang participated in disputes involving China before the WTO Dispute Settlement Body. He also served as China's representative to the Joint Commission on Commerce and Trade involving the EU Commission and the US Department of Commerce.
Guogang was involved in the drafting of many of China's trade laws and regulations and managed in excess of 30 trade remedy cases against imports into China from the European Union, Japan, United States, and Korea. In 2013, representing the Chinese government and more than 100 solar panel producers, he successfully settled, at that time, the world's largest trade dispute between China and the European Union in a case valued at US$20 billion.
Guogang also was involved in the drafting of China's Anti-Monopoly Law at MOFCOM's Department of Treaty and Law, which is the predecessor of the current Anti-Monopoly Bureau.
