Osamu assists clients with international trade matters, including WTO rules and dispute settlements, antidumping, countervailing and other trade-related measures in the United States, EC, Japan, and other trading partners. Clients benefit from his extensive knowledge of FTA and other custom issues, including country of origins, custom duties and classification, and import and export regulations.

Of particular value to clients is Osamu's experience working in Japan's Ministry of Economy, Trade and Industry (METI). Acting as Director of the Antidumping and Related Rules in Multilateral Trade System Department at METI's Trade Policy Bureau, he coordinated and argued in various antidumping and countervailing duty cases before the Dispute Settlement Body of the World Trade Organization, on behalf of the Japanese government.

As Chambers 2014 notes: Osamu "offers clients first-hand experience of approaching matters from the government's point of view." He works on behalf of corporations and trade associations, successfully lobbying Japanese government agencies such as the METI, the Ministry of Land Infrastructure and Transportation, and the Ministry of Agriculture, Forestry and Fishery on an array of regulatory issues.

Osamu continues to be involved in Japanese government matters, and is a member of a number of advisory committees, including the FTA Rules of Origin Round Table, the METI Doha Anti-dumping Rule Negotiation Round Table, and the METI Trade Remedy Measure Council.

Osamu's considerable experience in international trade matters dates back to 1989, but he started practicing international trade and corporate law at White & Case in 1992 in Tokyo, and worked at the Firm's Washington, DC office from 1995-2000. While bases, in the US, he practiced in the area of US trade laws, including the antidumping law, countervailing law, and Section 337. His international credentials are further underlined by his education and qualification to practice in the US.

Osamu is a visiting lecturer of College of Law and Politics at Rikkyo University, where he teaches International Economy Law. He also lectures at the Chuo Law School of Chuo University, and the Executive M.B.L-HSG of University of St. Gallen (Japan Module).

Osamu is a member of several professional associations, including the Bar Association of the District of Columbia, the Daini Tokyo Bar Association and the Tokyo Administrative Scrivener Association.
