Practice Experience
Robert Paul is nationally and internationally recognized for his extensive experience with civil and criminal antitrust and consumer protection matters. He has practiced in these areas for over 40 years.
Mr. Paul's legal career began with three years of service as a Trial Attorney in the Antitrust Division of the Department of Justice (DOJ) in Washington. In 1970, he joined a major Boston law firm, where he practiced primarily as an antitrust litigator and counselor for sixteen years.
In 1986 President Reagan appointed Mr. Paul to the position of General Counsel of the United States Federal Trade Commission (FTC). He served in this position for nearly three years during which he was responsible for directing all of the FTC’s legal matters – in the courts, within the Commission, and on Capitol Hill. He was given the FTC Award for Distinguished Service. In December 1988, he joined a leading DC law firm, where he developed antitrust into one of the major practice areas of that firm. In July 1995, Mr. Paul, together with his antitrust “team” (including Mark Gidley, former Acting Assistant Attorney General for the DOJ), joined the DC office of White & Case LLP in order to provide a global platform for his clients.
Mr. Paul is a Senior Partner in the White & Case Global Antitrust Group, which concentrates in private and government antitrust litigation, mergers, acquisitions and joint ventures that may be reviewed by the FTC or DOJ; the worldwide antitrust pre-acquisition reporting requirements; investigations by antitrust enforcement authorities of numerous nations; trade associations; and antitrust counseling. Mr. Paul specializes in the needs of foreign nationals and corporations for assistance in US criminal and civil antitrust matters. He is a recognized authority on US price discrimination law. He also concentrates in consumer protection matters, such as deceptive advertising and telemarketing, and the many trade regulations administered by the FTC.
Mr. Paul's antitrust clients include: pharmaceutical manufacturers such as Upsher-Smith Laboratories; Osram Sylvania, the lighting manufacturer; various major retail marketers, including Giant Foods and Stop & Shop Supermarkets; numerous Fortune 200 companies, such as Watts Industries and Nu Skin; and a number of domestic and international trade associations, including the World Steel Association and the International Stainless Steel Forum (representing most of the world's steel capacity). Mr. Paul is well acquainted with officials at both the FTC and DOJ and State Attorneys General who administer the nation's antitrust laws. Mr. Paul served as Vice-Chair, Council Member and Program and Publications Chairs of the American Bar Association Antitrust Section; and Program Chairman of the Bar Association of DC.
