Practice Experience
Shamilah Grimwood is a member of the Firm's Energy, Infrastructure, Project and Asset Finance Group and is based in the firm's Johannesburg office. She is recognized as a leading lawyer in the areas of project finance, infrastructure and public private partnerships (PPP). Shamilah was a partner in the commercial-law practice group of a leading South African law firm before joining the New York office of White & Case in 1998.

Power and Energy
- Representing international developer in connection with the Mphanda Nkuwa Hydro Power Project (Mozambique).
- Representing US developer in connection with CSP project (South Africa).
- Representing Sino-US investors in connection with investments in two solar PV projects (South Africa).
- Representing Eskom as buyer, transmission and distribution service provider under on the South African government's 3750 MW Renewable Energy Independent Power Producer Programme (South Africa).
- Advising Eskom on aspects of its own-build on-shore wind power project, Project Sere (South Africa).
- Representing Eskom as buyer and transmission service provider on two independent power projects for new peaking capacity (totaling 1000 MW) (South Africa).
- Representing Eskom as procurer, buyer and transmission and distribution service provider on its multi-site base load IPP programme for 4000 MW of new base load generation capacity from IPPs (South Africa).
- Representing Eskom on demand side management initiatives including its Solar Water Heating Programme (South Africa).
- Representing Eskom on several co-generation power projects (South Africa).
- Representing Eskom on the Pilot National Co-generation Programme for the procurement of 900 MW of energy from co generation power facilities (South Africa).
- Representing Eskom on the proposed integrated "Kudu" gas to power project (Namibia and South Africa).
- Representing Vale in connection with the Moatize Coal Mine Project including the proposed coal-fired independent power project in Moatize and the acquisition of the port and railway concessions (Mozambique).
- Representing international developer in connection with an integrated coal to power project (Botswana).
- Advising the Government of Rwanda on the Kibuye Gas to Power IPP Project (Rwanda).
- Representing the City of Johannesburg on the privatization of the 600 MW coal-fired Kelvin power plant (South Africa).
- Representing the City of Johannesburg on the privatisation of its gas reticulation business (South Africa).
- Representing Eskom in connection with the start-up arrangements for the Western Corridor Power and Transmission Project, 'Westcor' (Angola, Botswana, the DRC, Namibia and South Africa).
Infrastructure (PPP / PFI) & Telecoms
- Advised the lender in connection with the financing of the Winelands Toll Road Project which consists of an upgrade of the N1 and N2 national routes spanning 170km in the Western Cape (South Africa).
- Represented consortium selected as preferred bidder for a toll road concession issued by the Government of Zambia, Ndola-Kitwe-Chingola dual carriage-way project (Zambia).
- Representing of large Sino bank on the refinancing of a 3G mobile telecommunications network (Namibia).
- Representing funding advisors to a bidder on the project financing of PPPs for the design, build, operation and maintenance of two prisons in South Africa under concession from the national Department of Correctional Services (South Africa).
- Representing the provincial Department of Health on a PPP for the design, build, refurbishment operation and maintenance of pharmaceutical warehouses and pharmaceutical distribution services (South Africa).
- Representing the National Treasury of South Africa in connection with the regulatory framework for PPPs. Drafting South Africa's "Standardised PPP Provisions" (South Africa).
- Representing a provincial Department of Health on a PPP for the outsourcing of non-core services at a leading tertiary level hospital (South Africa).
- Representing the preferred bidder in connection with the concession for the build own operate and transfer of a water treatment facility (South Africa).
- Advising the Ministry of Communications on various regulatory matters including the development of a policy for the migration from digital to analog broadcasting; its submission to the OECD on the regulation of broadcasting and telecommunications in South Africa; and the new converged regulatory framework for broadcasting and telecommunications in South Africa (South Africa).
- Advising Eskom from time to time regarding regulatory compliance issues and transactional matters in connection with its private telecommunications service license (South Africa).
- Advising a bidder for the award of the third mobile telecommunications service license (South Africa).
- Advised international telecommunications provider regarding aspects of the regulation of international telecommunications (South Africa).
