Practice Experience
Ms. O'Neal joined White & Case's International Trade Group in September 2007, and practices in the areas of customs law, export control law, and international trade regulations.
Ms. O'Neal's experience includes representing clients in US Customs administrative proceedings and related judicial proceedings in US Federal Courts, involving country of origin and marking, classification, and valuation of imported merchandise. Ms. O'Neal has advised clients on a broad range of Customs compliance issues, including eligibility for duty preference programs, first sale appraisement, drawback refunds, and Customs-Trade Partnership Against Terrorism (C-TPAT) certification. She has also advised clients on export control and sanctions rules of the US Bureau of Industry and Security and Office of Foreign Assets Control. Recently, Ms. O'Neal has been involved in client representation in trade remedy proceedings before the US Department of Commerce and US International Trade Commission.
Prior to joining the Firm, Ms. O'Neal worked as an associate at a customs and international trade firm in New York. Ms. O'Neal also clerked with the Office of the US Trade Representative, the US Department of Justice, Office of International Affairs, and the American Bar Association Central and East European Law Initiative.
From 1999 to 2003, Ms. O'Neal was a Surface Warfare Officer in the United States Navy. She served as a Division Officer onboard the USS Port Royal (CG 73), deploying to the Western Pacific and Persian Gulf. Ms. O'Neal then joined the Destroyer Squadron Nine staff, deploying with the USS Carl Vinson (CVN 70) in support of Operation Iraqi Freedom.
