Practice Experience
Mr. Alexander concentrates in international finance and banking, especially in areas of project financing and sovereign borrowing. He is active in international project financings in the oil and gas, power, telecommunications, mining and pulp and paper industries on behalf of US and foreign institutions, sovereign governments and their agencies.
Representative transactions include:
Representation of Pertamina (the Indonesian state-owned oil and gas company) in connection with the development and financing of a series of major industrial facility projects, including the $650 million Cilicap Refinery Debottlenecking Project, the $440 million Kangean Gas Pipeline Project and the $750 million Train F LNG Expansion Project;
Representation of the sponsors on the $11.2 billion Qatargas II, 3 and 4 LNG projects in Qatar;
Representation of ABN-Amro Bank and Credit Agricole Indosuez in connection with the financing of the 230 MW TEG II coke-fired power project in Mexico;
Representation of Deutsche Bank, ABN-Amro Bank and Inter-American Development Bank in connection with the financing of the Tamuin power project in Mexico;
Representation of the Inter-American Development Bank in connection with the workout of the Termovalle power project in Colombia;
Representation of US Ex-Im Bank in the $650 million financing of the Samalayuca II power project in Mexico;
Representation of CTR Group Limited, the developer of Project Oxygen, a 100,000-kilometer global submarine telecommunications network with 101 landing points in 74 countries;
Representation of US Ex-Im Bank in the project financing and ongoing refinancing of the $1 billion Alestra telecommunications project, a long-distance fibre-optic telecommunications project sponsored by AT&T Corp., Alfa, S.A. de C.V. and Grupo Financiero Bancomer S.A.;
Representation of US Ex-Im Bank in connection with the Vesper telecommunications project in Brazil; and
Representation of IFC, OPIC and ADB in connection with the $680 million project financing of the 420 MW coal-fired Ib Valley power plant in the State of Orissa, India.
Mr. Alexander's work with sovereigns has included advice to the governments of Indonesia, Bulgaria, Poland, Croatia, Costa Rica and Panama in connection with privatizations, debt restructurings (including "Brady Plan" reschedulings), debt buyback programs, sovereign borrowings, securities offerings, project financings, development projects, joint ventures, international arbitrations and trade matters.
His general corporate work has included construction projects, joint ventures, leasing, corporate acquisitions, public securities offerings and domestic and international loan transactions. He spent three and a half years based in Jakarta, working on various public and private sector matters.
