Practice Experience
Mr. Spak is the head of the International Trade Group at White & Case. During his nearly 30 years of international practice in the trade area, Mr. Spak has handled legal issues in virtually every aspect of the import trade laws. His practice emphasizes the United States and third country trade proceedings, customs issues, bilateral and multilateral trade negotiations, dispute resolution under NAFTA and the WTO and sector specific trade policy issues.

Mr. Spak has advised numerous companies and governments throughout Asia and Latin America regarding cross-border trade and investment issues. He has been involved in more than 100 original investigations and reviews under the US trade laws and the trade laws of third countries. His experience in customs law includes criminal and civil customs fraud investigations, valuation issues, classifications issues, customs audit, country-of-origin matters, marking requirements and general customs advice. He also advises sovereign clients regarding bilateral negotiations and in pursuing multilateral issues before the GATT and WTO. Mr. Spak was actively involved in the Subsidies Code negotiations under the Tokyo Round and Uruguay Round. In addition, he has been directly involved in the drafting of unfair trade laws for several countries in Asia and conducting training programs for the administration of those laws.
