Biography

Justin Chang is an associate (not admitted in Japan) in the Firm's Tokyo office and a member of the Project Development and Finance Group, providing business and strategic advice to clients regarding financing transactions, which enable the completion of major projects.

Justin has previously worked in Melbourne, Sydney and Seoul, and has completed a secondment at the Energy and Natural Resources Finance Group at Japan Bank for International Cooperation (JBIC), providing support across their mining & metals, oil & gas and hydrogen/ammonia departments. He also completed a secondment at Fotowatio Renewable Ventures (FRV).

Experience

ING and CACIB as lenders on the project financing of the DigitalEdge data center project in South Korea.

Sumitomo Mitsui Banking Corporation on the project financing for the Digital Seoul 1 (ICN10) data center project located in Seoul, South Korea and sponsored by Digital Realty.  This is one of the first data center project financings in South Korea.

Korea Midland Power Co., Ltd. (KOMIPO), Sprott Korea Investment Corp., Posco Eco & Challenge and PT Wampu Electric Power on the refinancing of a 45 MW run-of-the-river hydroelectric power plant on the Wampu River in North Sumatra, Indonesia.

The Export-Import Bank of Korea (K-EXIM), Korea Trade Insurance Corporation (K-SURE) and other lenders with the project financing of the ownership, construction, operation and maintenance of a 198 MW ultra-low-sulfur diesel/natural gas dual-fuel power plant in Guam, known as the Guam Ukudu Project. The project is being developed by Korea Electric Power Corporation and Korea East-West Power Co. Ltd.

Lotte Chemical Corporation and PT Lotte Chemical Indonesia on the development and financing of a US$2.4 billion naphtha cracker project in the Banten Province of Indonesia. The transaction was supported by K-EXIM, K-SURE and a syndicate of commercial lenders.

Korea Midland Power Co., Ltd. (KOMIPO), Sprott Korea Investment Corp., Posco Eco & Challenge and PT Wampu Electric Power in connection with the successful refinancing of a 45 MW run-of-the-river hydroelectric power plant on the Wampu River in North Sumatra, Indonesia.

Jeonnam Offshore Wind Power Co. Ltd. on the development and project financing of the 99 MW Jeonnam 1 offshore wind project located off the coast of Shin-an County in Jeonnam Province, South Korea. Jeonnam Offshore Wind Power Co. Ltd. is a JV between South Korea’s SK E&S Co., Ltd. and Copenhagen Infrastructure Partners. This is the first non-recourse project financed offshore wind farm in South Korea.

The mandated lead arrangers, term facility representatives and lenders in the refinancing of Horus Solar, S.A. de C.V.'s capital expenditures for the construction, ownership and operation of an approximately 95 MW photovoltaic power plant and associated electrical substation and interconnection line located in Mexico. This is one of the very first solar projects in Mexico involving Korean developers and lenders.

The lenders including an ECA on Ark Energy’s unincorporated joint venture participation in the development of Macintyre Wind Farm (923MW). It is currently the largest operating wind farm in both Australia and the Southern Hemisphere.

An ECA on the development and financing of the Long An I & II LNG-to-power project in Vietnam, a market defining project. The project is being developed by Long An Energy and VinaCapital.

K-EXIM in connection with the financing of the acquisition of an FSRU by a Turkish gas company supported by a repayment guaranty issued by the Turkish government.

Commercial lenders with the sale and transfer by Nebras and Mitsui to Medco, of their respective equity stakes in the Paiton coal-fired power project in Indonesia.

A consortium of Korean investors consisting of Korea Hydro & Nuclear Power, Alpha Asset Management, Sprott Korea Investment, Hana Financial Investment and Korea Investment & Securities in connection with an acquisition of a 49.9 per cent cash equity interest in a portfolio of four wind projects in the US totalling 852 MW, located in Texas, Illinois and Nebraska.

FRV on the sale of 49% interest in FRV Australia to OMERS, a platform which includes six operational and under construction solar PV assets totalling 637 MW, and a development pipeline comprising of 2.7 GW of solar PV projects and 1.3 GW of BESS assets.

FRV on the delivery and financing of the 90 MW Sebastopol Solar Farm in New South Wales, Australia.

FRV on the delivery and financing of the 67.8 MW Goonumbla Solar Farm in New South Wales, Australia.

The financiers on the refinancing of the 112 MW Karadoc Solar Farm in Victoria, Australia.

Ghazanfar Group, as sponsor, on the development and financing of a 58.6 MW gas-fired power plant in Mazar-e-Sharif, Afghanistan, which is the first privately funded gas-to-power IPP in Afghanistan.

Brite Energy Partners, a South Korean solar energy development and investment company, on its equity financing and further financing commitment in an aggregate amount of more than US$100 million from BlackRock Real Assets.

A consortium led by Brookfield Infrastructure on the US$8.4 billion acquisition of Genesee & Wyoming Inc. (NYSE:GWR).
