Issue: PAC, in its role as a TO, self-reported in October 2012 that after relay trips on three occasions during July 2012 relay operations were not analyzed within the 20-business-day time period established by the Standard. Once the relays tripped, PAC system operators reviewed the trips within 24 hours finding no misoperations occurred; however, system protection personnel did not review relay operations in a timely manner. Two relay operations were reviewed after 31 days, and one was reviewed after 27 business days.

Finding: The issue was deemed to pose minimal risk to BPS reliability and not serious or substantial risk. The risk to BPS operations was mitigated because of its limited nature and the fact that PAC operators noticed the relay trips and found no misoperations had occurred. The relay operations were quickly analyzed, but not within the 20-day time requirement.
